The Brazilian Judiciary determined to reduce the level of electromagnetic pollution generated by power lines to standard adopted by Swiss law (1.0 microtesla).

The Alaska Supreme Court (Court) upheld the decision of the Alaska Workers’ Compensation Board (Board) awarding an AT&T equipment installer 100% disability as a result of his workplace electromagnetic field exposure to radiofrequency (RF) radiation at levels slightly above the FCC RF limit. The award was based on the psychological and cognitive effects of RF radiation and over-exposure. This decision is significant because the FCC RF limit is designed to keep people from being heated and ignores evidence of other adverse biological effects at much lower levels.
The RF radiation exposure level in question was well below the FCC’s recognized level of “thermal” harm. The FCC contends that there are no scientifically established harmful health effects below the thermal threshold. The Board decision agrees with the medical experts who found adverse health effects from this RF radiation exposure which occurred above the FCC safety limit but below the thermal threshold. At the Fairfield City Water and Sewer Committee meeting, Tuesday July 31, there was discussion regarding the fee for the opt out, with special emphasis on extreme displeasure from citizens who found that the installation charges were double the expected fee, based on the inclusion of a second water department employee being present for the sake of witnessing the process, which is the simple connection and extension of copper wire from the meter to the touch plate for reading the meter.
The citizens felt it was mentioned many times over the course of the past two months, that the installation would be 75.00 for the hour, with 37.50 minimum for the first 1/2 hour. Further confusion is expressed, as to why it is 75.00 per hour for each employee, when their normal hourly wage is but a small fraction of that scale.
The council rejected all arguments and held firm on continuing the unpopular policy. Following are some reasons which have been advanced from citizens, as common sense grounds for immediate elimination of the opt out fee:

The WiFi City water meters are only emitting a singnal when the meter reading person sends a signal to read the meter. When the signal is sent, it “wakes up” the meter and sends back a reading in a matter of seconds. When the information is received, the meter goes “back to sleep”, so the meter is actively emitting a signal for less than one minute per month.
We will be pursuing alternatives to WiFi electric meters with Alliant Energy when and if they install them in Fairfield. I am aware of the hard wire option and hope we can work with LISCO when the time comes. I realize that Alliant is planning to resume their wireless meter installation in Iowa in 2013. Our Environmental and Franchise Committee of the City Council will take the issue up this year and begin a dialouge with Aliant.

The currently proposed fees for homeowners who either already have the Neptune radio-read meter or those who will choose to opt-out in the future are: $100 to install a new non-wireless (touchpad) meter, plus $75 per hour for the Water Dept. to do the labor to put in the non-wireless meter, plus $10 per month for a Water Dept. employee to physically read the meter.
THE FAIRFIELD CITIZENS FOR SAFE UTILITY METERS STRONGLY FEELS THAT THERE SHOULD BE ZERO OPT-OUT FEES.
We will advocate for this with facts and numbers at the Monday night Environmental Committee meeting.
The legality of charging a fee to opt out of wireless meters is being challenged in many places. In Vermont the State has passed a law making it illegal for utility companies to charge opt out fees. And in Maine the issue is presently being considered in a case before the Maine Supreme Court.
- Attend the Environmental Utilities Committee Meeting this Monday, June 18 at 7:00 pm. at City Hall. One of the agenda items is the radio-read meter opt-out program. Anyone interested in making a proposal on how the city can reduce the cost of this program for Fairfield residents is encouraged to come and speak. Committee meetings are less formal than full City Council meetings to allow for a more in-depth conversation. The committee will take the feedback from this meeting to the City Council on Monday, June 25th which meeting will include the 3rd and Final Public Hearing followed by a final vote on the Wireless Water Meter Opt Out ordinance change.
- Write a Letter to the Editor at the Fairfield Ledger. Many letters appeared this week. Many more will keep this issue in the public eye and continue to let our city administration know that this is an important issue. It can be short or up to 400 words. - Write a letter to your city council representative. Make it courteous and kind as well as assertive – you will get much more traction with what you will say. Approximately 100 people crowded into Fairfield’s City Council meeting Monday night [June 12, 2012] to discuss the city’s proposed bill to opt-out of the Neptune radio-read (RF) water meters.
Many residents expressed concern because of extensive reports worldwide of potential health damaging effects from radiation from pulsed RF meters. Fairfield meters emit pulses of radio frequency radiation every 14 seconds, 24 hours a day. Residents who want to opt out and get a different, non-RF meter will have to pay $100 plus $75/hr for installation, and an additional $10/month, even though the alternative meter costs only $91, compared to $240 for the Neptune wireless.
Numerous people said citizens should not have to pay extra to remove a potentially harmful device the city installedwithoutconsent.KathrynSeranduccomparedtheopt-outfeetoprotectionmoney. JohnRevolinski proposed dropping the $10/month fee, but was opposed by other council members.
Many were upset the city purchased these meters and installed them in homes without informing the public or researching their health effects. City officials were contending the meters were safe, without direct evidence. Also, city officials passed on misinformation about the meters, saying they only transmit once a month. Even years after meters were installed, the technology was not clearly understood by the city.
John Brown reported on meter problems across the country resulting in drastic overcharges, with no transparency for dispute. Also, through cost-benefit analysis, Attorney-Generals of Illinois and Connecticut demonstrated no cost benefit for consumers, rejecting industry bids to deploy RF meters.
Public defense lawyer Steve Druker said the Neptune website confirms there is no direct research proving these meters are safe. Mr. Druker, an expert on food safety, explained food additives need to be directly proven safe before approval. These meters would not be allowed if they were regulated like food.
Bob Rabinoff, PhD explained that because of safety concerns with RF meters, scientists would not even be allowed to test this device on animals. Yet the device is in 1500 Fairfield homes. Residents are in effect involuntary test subjects. Many can not afford these high opt-out fees even though they do not want the meters. The radiation is considered particularly harmful to pregnant woman, elderly, and babies.
In Vermont customers can choose non-RF meters for no charge, no opt-out fees. Likewise, Ashland, in Oregon, and California Counties Ojai, Santa Cruz, Marin, Lake, and Mendocino and 8 other counties have followed suit. On June 7, opt-out fees for Southern California Edison (SCE) customers were suspended on moratorium while CPUC determines whether the fees are legal.
Alliant Energy recently revised its plan to install electric smart meters in Iowa beginning in 2013, stating that they have no current plans to do so.
Fairfield City Council heard the comments and is researching a non-RF alternative, such as one in Sioux City that transmits water meter data via telephone, avoiding RF emissions entirely.

This is a landmark case, FIRST time a US Court has recognized health risks of smart meters 35 mins of questions in Supreme Court hearing, including:
* Which agency was charged with making judgments on health and safety?
* What is their expertise to evaluate the scientific findings?
* Did the local committee look at all the research and assess the information presented?
* Did nothing in the evidence present them with indications of a potential health risk?
* Did they disregard their duty to educate the public about the meters and show evidence of safety?
* WHAT ABOUT THE SAFETY OF ALL THE CITIZENS NOT OPTING OUT…or can not afford that?
* Why do we have to pay a perpetual fee for exercising rights to protect health, given that no evidence of safety had been presented?
The Court hasn’t ruled yet, but these questions give a very strong indication they are likely to rule that “Opt Outs” ARE ILLEGAL since they fail to protect the health of citizens not opting out.

This meeting is especially important because this is the last meeting of the Council, before the next meeting at which they vote to approve the opt out. SO THIS IS OUR LAST OPPORTUNITY to voice our support for no fees for the opt out. Not enough people have been present so far, and it suggests no concern for the high costs being proposed. It is important for people to voice their opinions, and for everyone to show up and be present to demonstrate commitment to no cost for the opt out.
The opt out fees are $100 plus $75 per hour for labor (minimum 1/2 hour) , plus $10 per month additional charge on the water bill.
Schmidt shared that message before the Ann Arbor City Council at its last meeting, but city officials haven’t been quick to act on the suggestion.
Mayor John Hieftje said a resident dropped off materials at his office and he’s taking a look at it, but he thinks it’s an issue better suited for the city’s Environmental Commission.
“I’m still wading my way through the material and trying to separate what is reality and what is exaggeration,” he said.
